Every nonresidential establishment which requires the loading or unloading of goods, supplies or materials in its daily operation shall provide not less than one off-street loading space for every 6,000 square feet of gross floor area or major portion thereof, so located as to avoid backing vehicles into or out of public streets in order to serve the premises.
