1264.01 DEFINITION; TRAFFIC SAFETY.
   (a)   For the purpose of this Zoning Code, a "Shopping Center District" means a business district containing a variety of stores, offices and business establishments to serve the general business needs of the community, and which may consist in whole or in part of a grouping of stores planned for operation as a unified area and built according to such plan.
   (b)   In order to insure traffic safety through adequate provision for off-street parking and off-street loading and through arrangement for safe traffic movement into, within and out of car parking areas, and to insure conservation of property values and neighborhood character of adjoining residential areas through provision of adequate open space and of suitable barriers and planting along boundaries of residential districts, no building permit or occupancy permit shall be issued by the Building Commissioner until the site plan is approved by the City Planning Commission with respect to traffic safety and the residential area considerations herein described. The approval of the City Planning Commission shall be based upon compliance with the standards contained in this Zoning Code and with supplementary standards which the Planning Commission shall adopt from time to time.
   (c)   The following regulations shall apply to Shopping Center Districts, subject, however, to such of the provisions of Chapter 1244 and Chapters 1272, 1274, 1276 and 1280, as are pertinent to this chapter.
