1258.06 APPLICATION APPROVAL.
   Within 30 days after receipt of report and recommendation of the Planning Commission, Council shall either approve, disapprove or modify the preliminary plan. After approval of the preliminary plan, final plans shall be prepared, filed with the Building Commissioner and submitted to Council for final decision which Council shall render within 30 days after receipt of such final plans. A building permit shall not be issued until such plans are approved by Council. In addition to the above requirements, appropriate safeguards and conditions applying to the particular situation may also be specified in the approval and permit.
