The planting of hedges and shrubbery along any public sidewalk shall be so done that the future growth thereof will not encroach upon, overhang or obstruct such public sidewalk or driveway. The planting of hedges and shrubbery along driveways from the public sidewalk to the front building line shall be so done that the future growth thereof will not encroach, overhang or obstruct the property of another person.
