(a) No person shall cause, authorize or procure a wire or other conductor charged with electricity to come in contact with any tree upon any public place in such a manner that such tree is thereby injured or destroyed.
(b) The owner of a wire or other conductor charged with electricity shall, if the Service Director determines it to be necessary to prune or to cut down any tree upon a public place, temporarily remove any wire in close proximity thereto and cut off the electricity therefrom or otherwise safeguard such tree within 24 hours after the service upon such person of a written order from the Director.
