1072.03 PERMITS FOR TREES ON PUBLIC PLACES.
   No person shall plant, remove, destroy, cut, prune, fertilize, treat, break, climb, injure or spray any tree existing on any public place, or authorize or procure any person to do so, or remove or tamper with any device placed for the protection of any such tree, or attach any rope, wire, chain, sign or other device whatsoever either to such tree or any device placed for the protection of such tree, or authorize or cause the same to be done, without first obtaining written permission from the Service Director to do so. No charge shall be made for such permission.
   (a)   Prepare and maintain a Tree Planting Plan and shall identify all tree lawns within City limits where trees shall be planted, replaced, transplanted or added in order to promote the public health, safety and general welfare through providing visual screening, providing natural shading, protecting property values, and enhancing the natural beauty of the community;
   (b)   Implement a Tree Planting Plan as funding permits;
   (c)   Have the discretion to declare specific tree lawns unsuitable for trees and shall have the authority to review the Tree Planting Plans to ascertain whether or not any changes shall be made to the Plan;
   (d)   Develop and implement a plan to prevent roots from clogging sewer lines;
   (e)   Develop and implement a plan to systemically install and maintain root barriers for trees on tree lawns to prevent roots from damaging public sidewalks; and
   (f)   Plant any tree provided for herein expeditiously and restore all surrounding ground to its former condition and grade.
