No work or activity in connection with the construction, installation, enlargement, alteration, replacement, repair or maintenance of any sewer (sanitary or storm), curbing, paving, waterline, driveway or sidewalk, whether undertaken by public contract between the City and a private person, or by agreement between private persons shall be commenced or carried on within this City, except and until provisions have been made as herein provided for the inspection by the City of such work or activity during its progress.
