For the purposes of this chapter, certain words and phrases shall have the following meanings:
(a) "City" means the City of University Heights, Ohio.
(b) "Director of Finance" means the Director of Finance of the City of University Heights, Ohio.
(c) "Division of Police" means the Division of Police, of the Department of Public Safety of the City of University Heights, Ohio.
(d) "Engineer" means the City Engineer of the City of University Heights, Ohio, or his or her authorized agent, employee or appointee.
(e) "Inspector" means any person, firm, partnership, association or corporation duly qualified to perform such inspection as the City Engineer shall determine.
(f) "Person" means any person, firm, partnership, association or corporation and includes contractors or subcontractors.
(g) "Work or activity" means all work or activity involving, affecting, or in connection with the construction, installation, enlargement, alteration, replacement, repair or maintenance of any sewer (sanitary or storm), curbing, paving, sidewalks and waterlines.
