1020.09 METHOD OF BACKFILLING AND PAYMENT OF CHARGES IN CONNECTION WITH WATER MAIN CONSTRUCTION.
   (a)   When any water connection is installed in any public property in this City, in a trench made by the City of Cleveland Water Department, or any contractor is doing such work for City of Cleveland Water Department, the Cleveland Water Department shall arrange for the backfilling of such trench, excavation or opening with approved premium backfill. The Cleveland Water Department or the contractor shall also notify this City when the work commences, and when the work and backfilling have been completed.
   (b)   Proper barricades and lights, satisfactory to the City Engineer or the Director of Service of this City, shall be erected and maintained at such trench, excavation or opening by the party doing the work until the same is completed.
   (c)   Backfilling shall be completed with a premium backfill of a type approved by the City Engineer or Director of Service of this City, and shall be carried out pursuant to his or her requirements.
   (d)   The repaving of the area where such trench, excavation or opening was made shall be done by this City, either through its own employees or by contract, and in accordance with its specifications. When such repaving has been completed, the City of Cleveland Water Department shall be billed for the work undertaken and completed by this City according to a formula established by the Director of Service, and invoices in connection therewith shall be submitted to the General Foreman of the Cleveland Water Department, or to such other person as may from time to time be designated by the City of Cleveland to receive such invoices, for his or her approval prior to payment by the City of Cleveland.
   (e)   The Director of Service is authorized to execute any necessary agreement with the City of Cleveland in form acceptable to the Director of Law of this City, covering the foregoing arrangements with the City of Cleveland, relative to billing, etc.
