(a) Appeal from any ruling of the Finance Director hereunder shall be made to a Board of Appeals. The Board of Appeals shall be composed of the Mayor, the Director of Law, and the Chairman of the Finance Committee of Council. Notice of such appeal shall be in writing and signed by the person affected by the ruling appealed from, and shall be filed with the Director within five days after the date of the order or ruling appealed from.
(b) The Board of Appeals, not less than three days after the filing with the Director of such notice of appeal, shall fix a date for the hearing of such appeal and proceed therewith. At the hearing all parties interested shall be afforded an opportunity to be heard. The Board of Appeals shall have authority to annul, modify or affirm any ruling or order appealed from in conformity with the intent and purpose of this chapter.
