No contracts shall be entered into for drilling oil and gas on lands held by the City for the production of water without the consent of the Council after report by the Service and Utilities Committee; nor shall any contracts be entered into for the drilling of oil or gas on lands held by the City for fire protection purposes without the consent of Council after report by the Fire Chief and Safety Committee; nor shall any contract be entered into for drilling oil or gas on lands held for recreation and playground purposes without consent of Council after report by the Recreation Committee.
