The application for a permit to drill for oil or gas in residential areas shall be made to the Building Commissioner, as provided for in this chapter, and such application shall have attached thereto the signatures of the owner of 51% of the foot frontage of the improved property which bounds and abuts the proposed site for the drilling of a well for which the application is made, and shall plainly state thereon that the persons whose signatures are affixed thereto do thereby give their assent to the drilling of wells for oil or gas.
