If the Mayor or his authorized representative finds that the applicant has complied with all of the requirements of this chapter and with all of the applicable provisions of the Building Code, Fire Prevention Code, Zoning Code and other ordinances and regulations of the City and State, a license to operate shall be issued to the applicant.
