Every person operating an outdoor parking place shall keep the same enclosed with a proper or suitable curbing, wall, screen or trees or bushes, or other barrier, so that motor vehicles cannot be driven into or removed from such parking place except at the regularly established entrances and exits. Unless otherwise permitted by the Director of Public Safety, each such parking place shall have one common entrance and one common exit, which may or may not be combined.
