Grantee shall provide one free standard installation and free monthly expanded basic service, exclusive of premium or pay-per-view and a la carte services, to the locations to be listed in an exhibit to the franchise agreement as well as all newly constructed public facilities during the term of the franchise, plus two additional public facility locations selected by grantor. Such sites may also receive premium and pay-per view services at a cost not greater than that charged to residential subscribers for the same service.
