806.06 REJECTION OF APPLICATION; APPEAL.
   (a) In the event that any application is rejected by the Building Commissioner, the applicant has the right to appeal from his or her decision to the Building Committee of Council. Such appeal shall be made in writing to the Building Commissioner, who shall call a special meeting of the Building Committee within three days for the consideration of the matter.
   (b)   If a majority of the members of the Building Committee present are of the opinion that the application calls for such construction, installation, reconstruction, alteration or repair of furnace, boiler-furnace, stack or other apparatus, that there will not under reasonable conditions of operation be produced or emitted from the stack connected therewith, such smoke as is herein prohibited, the decision of the Building Commissioner shall be reversed and the finding of the Building Committee shall be binding upon the Building Commissioner; otherwise, the same shall be confirmed.
