The production or emission within the City of smoke, the density or shade of which is equal to, or greater than number three on the Ringlemann Chart, from any stack, for a period, or for periods aggregating two minutes or more in any period of fifteen minutes, except for a period not to exceed twenty consecutive minutes, not to exceed once a day, while a new fire is being built therein, is hereby prohibited.
