672.19 CONVERSION OR DESTRUCTION OF LIBRARY PROPERTY.
   (a)   No person shall willfully or negligently detain or fail to return to the public library any book, magazine, pamphlet, manuscript, picture, clipping or other property belonging to such public library, within 30 days from the date of the posting by registered mail of a notice addressed to such person at the last address furnished the public library. Such notice may be given at any time after the date on which the person should have returned the loaned property. No penalty shall be imposed in any case where restitution has been made prior to the expiration of such 30-day period.
   (b)   No person shall willfully destroy, deface, mar or mutilate any book, magazine, pamphlet, manuscript, picture or other property belonging to the public library.
   (c)   No person shall knowingly and willfully remove any book, magazine, pamphlet, manuscript, picture, newspaper, phonograph record, tape-recording or other property belonging to a public library from the library, without first properly checking out such book, magazine, pamphlet, manuscript, picture, newspaper, phonograph record, tape recording or other library property.
