(a) No person shall cause to be piled, stored or left on any portion of any public street or highway any building material or other material or equipment of any kind, nor, being the owner or occupant of any property fronting upon a public street or highway, permit the placing or storing of any such material on a street or highway in front of the property.

(b) Whoever violates this section is guilty of a minor misdemeanor for a first offense; a misdemeanor of the fourth degree for a second offense; and a misdemeanor of the third degree for a third or subsequent offense.
