(a) Nothing in this chapter shall be construed to prohibit the sale or delivery of goods, wares, merchandise or services upon the private property of any person, provided that all requirements of these Codified Ordinances relative to peddlers and solicitors are complied with.
(b) This chapter shall not prohibit the sale or delivery of any material, product or service the nature of which necessarily requires delivery upon the public street, highway, tree lawn or sidewalk, such as, but not limited to, materials and services needed for the building, rebuilding, repairing, laying or relaying of pavements, curbing, driveways, sidewalks and lawns, tree planting or installation or removal of water pipes, gas pipes, sewers, drains and telephone and electric lines and poles, and neither shall it prohibit the operation of any authorized public or private transportation system upon the public streets or highways, or the lawful transportation of lawful goods and services to private property for the purpose of sale, delivery, exchange or barter.
