(a) No person shall sell, offer for sale, barter, exchange, give or deliver or transfer any goods, wares, merchandise, services or other articles of any kind or description upon the public streets, highways, alleys, thoroughfares, roads or avenues of the City.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree for a first offense; a misdemeanor of the third degree for a second offense, and a misdemeanor of the second degree for a third or subsequent offense.
