(a) No person shall carry or cause to be carried in any vehicle of any type whatsoever, upon the public streets, highways and alleys of the City, any substance or material which by its nature or condition gives off noxious or offensive odors, fumes, smoke or gas.

(b) Whoever violates any of the provisions of this section is guilty of a misdemeanor of the fourth degree.
