648.13 UNNECESSARY NOISE.
   (a)   No person shall make, continue or cause to be made by the use of any horn, bell, radio, loudspeaker, or by the operation of any instrument or device, any unreasonably loud, disturbing and unnecessary noises of such a character, intensity and duration as to disturb the peace and quiet of the community or to be detrimental to the life and health of any individual. No person shall willfully conduct himself in a noisy, boisterous or other disorderly manner by either words or acts which disturb the good order and quiet of the community.
   (b)   The term “any instrument or device”, as used in this section shall include appliances, fans, blowers or air conditioners installed in a window or in an outside location.
   (c)   The operation of air conditioning equipment, fans, blowers or appliances continuously or intermittently, in such location at such times and in such manner as to disturb the peace and good order of the neighborhood, or as to annoy, disturb, injure or endanger the comfort, repose, health, peace or safety of persons occupying property in the neighborhood, is declared to be unreasonably loud, disturbing and unnecessary noise in violation of this section and this chapter.

   (d)   Whoever violates division (a) of this section is guilty of a misdemeanor of the second degree. Whoever violates division (c) of this section is guilty of a misdemeanor of the fourth degree.
