(a) Parking Violation Penalties. Whoever violates any section of Chapter 454 is guilty of a minor misdemeanor for the first offense at the same location or upon the same premises during any 30-day period, in which event any person charged with a violation subject to a penalty under this section may pay a waiver to the Traffic Violations Bureau of the City, except that any person who is charged with violating the same provision of Chapter 454 on each of four different days within a 30-day period shall be required to make a court appearance and, upon conviction, shall be guilty of a fourth degree misdemeanor and shall be subject to the penalty provided in Section 408.01.
(b) Waivers. Waiver shall be paid in the following amounts:
(1) If paid within 72 hours of the issuance of the citation, a fine in the sum of ten dollars ($10.00).
(2) If paid more than 72 hours after the issuance of the citation but before the thirty-first day, a fine in the sum of twenty dollars ($20.00).
(3) If paid more than 30 days after the issuance of the citation, a fine in the sum of thirty dollars ($30.00).
