454.07 USE OF FUNDS.
   Coins deposited in parking meters are required and are levied as a regulation and inspection fee for the purpose of purchasing and defraying the expenses of the operation of the parking meters, maintenance of parking areas and proper regulation of traffic on public streets and places. The money shall be paid into a receipt account of the General Fund known as "Parking Meter Fees", except the coins collected and fines paid with respect to parking in the Cedar Road Off-street Parking Facility, which shall be allocated to its special fund.
