454.06 PRIMA-FACIE EVIDENCE OF VIOLATION.
   (a)   The fact that a vehicle is in a parking meter zone when the time signal on the parking meter for the space shows no parking is permitted, unless a coin is deposited as prescribed in this chapter, shall be deemed prima-facie evidence of the unlawful parking of such vehicle by its owner or by the person in control thereof.
   (b)   In any hearing in the Municipal Court on a charge of illegal parking of a motor vehicle, testimony that a vehicle bearing a certain license plate was found unlawfully parked as prohibited by the provisions of this chapter, and further testimony that the records of the Registrar or the Deputy Registrar of Motor Vehicles of Ohio show that the license plate was issued to the defendant, shall be prima-facie evidence that the vehicle which was unlawfully parked was so parked by the defendant. A certified copy showing that such fact from the Registrar or Deputy Registrar shall be proof of such ownership.
