(a) In parking meter zones all day parking shall be prohibited between 9:00 a.m. and midnight on each day of the week, Monday through Saturday, unless the owner or operator of a vehicle parked in a parking meter space, upon entering the space, deposits coins in the parking meter as required by Section 454.03.

(b) This section shall not apply to parking on Sundays and the following holidays: New Year's Day, Decoration Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.
