(a) No person owning or driving any vehicle shall park or allow such vehicle or any portion thereof, to remain parked upon any sidewalk or upon the traveled roadway portion of any street or highway in the City when snow has accumulated to a depth of at least two inches on any part of the traveled roadway of such street or highway, until such prohibition is canceled by action of the Director of Public Safety or his or her designate. Such prohibition shall be canceled by the Director or his or her designate when either has determined that continued snow plowing operations are no longer necessary. The designate of the Director shall be the police officer on duty in charge of the shift.
(b) Prior to any enforcement of this section, the Director or his or her designate shall first ascertain that snowfall equals or exceeds two inches and shall note such finding on the daily log in the Police Division for the benefit of any persons seeking information as to whether and when the prohibition established by this section shall take effect. In the event that the prohibition is effectively canceled in its entirety, as provided in division (a) hereof, such fact shall also be noted on the log and no further enforcement shall take place.
(c) The Director of Public Safety or his or her designate shall use reasonable means, including the public media, to notify the public of the existence or cancellation of the prohibition set forth in this section, but no person shall be excused from compliance with this section on the grounds that he or she was not informed that such prohibition was in effect.

(d) Violation of this section shall automatically constitute authorization for removal of the vehicle pursuant to Section 404.07, and the owner of the vehicle shall be prima facie responsible for any towing and storage charges in connection with the removal of the vehicle as well as the penalty provided in Sections 408.01 and 408.02.
