(a) No person shall park any bicycle or motorcycle upon any street area except upon that area of the roadway against the curb.
(b) No person shall park any motorcycle upon any sidewalk area. No person shall park any bicycle upon any sidewalk area except as follows:
(1) In a rack provided to support bicycles, in a location approved by the Chief of Police; or
(2) Against a building or at the curb in such a manner as to afford the least obstruction to pedestrian traffic.
