438.34 INSPECTION OF VEHICLES.
   (a)   When directed by any police officer, the operator of any motor vehicle shall stop and submit such motor vehicle to an inspection and such tests as are necessary to determine whether it is unsafe or not equipped as required by law, or that its equipment is not in proper adjustment or repair, or in violation of the equipment provisions of this chapter.
   (b)   Such inspection shall be made with respect to the brakes, lights, turn signals, steering, horns and warning devices, glass, mirrors, exhaust systems, windshield wipers, tires and such other items of equipment as designated by the Director of Public Safety.
   (c)   Upon determining that a motor vehicle is in safe operating condition and its equipment conforms to all requirements of law or ordinance, the inspecting officer shall issue to the operator a form certifying such conformity, and the operator shall, upon presentation of such form thereafter, be exempt from the tests authorized by this section for a period of one year from the original date of certification.
   (d)   This section shall not prohibit a police officer from taking action with regard to an obvious defect in a motor vehicle recognizable without such tests.
