432.46 PARKING LOTS.
   (a)   No person shall operate any vehicle on any of the parking lots without due regard for the safety and rights of pedestrians and drivers and occupants of all other vehicles so as to endanger the life, limb or property of any person while in the lawful use of such lot.
   (b)   No person shall start a vehicle which is stopped, standing or parked until such movement can be made with reasonable safety.
   (c)   Before backing, operators of vehicles shall give ample warning, and while backing they shall exercise vigilance not to injure persons or property lawfully in the lot.
