Whenever a street is closed entirely or in part pursuant to an order of the Mayor, the Safety Director or the Chief of Police, no person shall drive a vehicle upon any such street or portion thereof, except drivers of vehicles having a business or residence within such closed area, and even in such event, drivers shall exercise the greatest care in driving upon any such street or portion thereof.
