Block parties on any given day may be allowed by the Mayor or the Safety Director on advance application and on a form approved by the Law Department without any fee therefor, and signs and barriers shall be provided by the Department of Service so that motor vehicle traffic shall be directed to use other streets during the closing period thereof, except drivers of vehicles having a business or residence within such closed area.
