284.01 ESTABLISHMENT; MEMBERSHIP.
   (a)   There shall be established in and for the city a Technology Advisory Commission which shall consist of one member of Council, preferably a member of the Civic Information Committee; one member selected and appointed by the Board of Education of the Cleveland Heights-University Heights School District, or a designee thereof; one member selected and appointed by the Cleveland Heights- University Heights Library Board or designee thereof; and up to 15 members to be appointed by the Mayor with the approval of the Civic Information Committee from a list of names submitted by members of Council. Each shall serve without remuneration and all members, with the exception of the School and Library Board appointments, shall be residents of the City.
   (b)   No appointee shall be employed by, have any business interest in; or gain business by serving on this committee. In addition, nonresidents of the City who possess sufficient qualifications may be appointed by the members of the Civic Information Committee to serve as non-voting advisory members without remuneration. To the degree practicable, appointments to the Commission should include individuals having expertise or experience in the following areas:
      (1)   Law;
      (2)   Science and technology related to technology industries;
      (3)   Internet Technology (IT) or Management Information Systems (MIS);
      (4)   Education;
      (5)   Consumer affairs relating to technology-related industries;
      (6)   Economics related to technology-related industries;
      (7)   Communications/Media, including social media;
      (8)   Computer Science.
   “Technology-related industries” are defined as including, but not limited to, internet services, computer and information services, data storage and retrieval, mobile technology and cable TV.
