(a) The compensation for the City Architect shall be fixed by Council and shall be paid by the Director of Finance upon vouchers approved by the Mayor and the Building Commissioner.
(b) In the event that Council determines that the City shall build any structure for public use or for the City operations, and further determines to utilize the City Architect's services in connection therewith, Council shall make separate special provisions for the Architect's compensation for such services so utilized and for the manner of payment thereof.
