246.01 ESTABLISHED; DUTIES.
   (a)   There is hereby created the position of City Architect. The City Architect shall review all building permit applications, together with the accompanying plans, drawings and specifications, for any building or other structure to be built in the City, to determine whether the proposed structure will be built in conformity with good architectural practices and will meet the architectural standards observed in the City. The City Architect, if he or she is satisfied as to such matters, shall approve in writing all applications, together with the accompanying plans, drawings and specifications, for any building or other structure proposed to be built in the City before a permit may be issued therefor. The position created is deemed and held to be a part-time position requiring the qualifications of an expert.
   (b)   The City Architect shall advise and assist Council, upon its request, upon any and all problems relating to the construction of homes and other buildings in the City; shall consult with and advise Council, or any committee thereof, or any officer of the City, upon request, relative to any matter involving architecture, architectural standards, or building or construction practices or standards. The City Architect shall perform such other duties as may from time to time be required of him or her by Council, a committee thereof, or any officer of the City.
