(a) The Director of Public Safety is hereby authorized to commission and appoint the Building Commissioner and all assistant building inspectors as special police officers . The special police officers shall receive no additional compensation for their duties as such and shall not be on the classified list of the Division of Police nor eligible for participation in the Police and Firemen's Disability and Pension Fund.
(b) As special police officers they shall have the powers and exercise only the duties provided by law for police officers in preserving the peace, protecting persons and property, and obeying and enforcing ordinances of the City and laws of the State, applicable to their duties in the Division of Building Engineering and Inspection.
