(a) The Building Commissioner shall pass upon all questions relating to the strength and durability of buildings and structures, and the quality of materials and workmanship as far as they effect safety. He or she shall examine and approve all plans and specifications submitted therefor, before a permit shall be issued and shall sign all permits, certificates and notices required to be issued.
(b) The Building Commissioner shall promptly acknowledge, in writing, receipt of all official communications, notices and reports pertaining to his or her Division, and shall make written reports to Council of all violations of any law or ordinance which the Division of Building Engineering and Inspection is required to enforce, together with the street and number where such violations are found, the name of the owner, agent, lessee, occupant, architect, contractors and master mechanics and all other matters relative thereto.
(c) The Building Commissioner and his or her assistants shall enforce all of the provisions of the Building Code, and all such similar codes, laws and ordinances, but nothing herein contained shall be construed as exempting any other official from the obligation of enforcing all existing codes, laws and ordinances in reference to the provisions of the Building Code, the Electrical Code, the Zoning Code or the Plumbing Code of the City. The Building Commissioner shall also perform such other duties and functions as may from time to time be prescribed for him or her by the Director of Public Safety, the Mayor or Council.
