(a) Within the Division the Chief of Police, with the approval of the Director of Public Safety, may assign a lieutenant to act as Deputy Chief to be in charge of the Division in the absence of the Chief and to perform such duties as are assigned to him or her from time to time. The assignment shall not be subject to competitive examination; his or her status within the uniform ranks while serving in such capacity shall remain unchanged, and, notwithstanding the additional compensation fixed for such duties, the incumbent shall not acquire any right to promotion other than applies to his or her permanent rank at the time of his or her assignment.
(b) Within the Division, the Chief of Police may assign a member of the Division as photographer. The assignment shall not be subject to competitive examination; his or her status within the uniform ranks while serving in such capacity shall remain unchanged, and, notwithstanding the additional compensation fixed for such duties, the incumbent shall not acquire any right to promotion other than applies to his or her permanent rank at the time of his or her assignment.

(c) Within the Division, the Chief of Police may assign a member of the Division to act in the Juvenile Bureau, and to perform the duties assigned to him or her from time to time. The assignment shall not be subject to competitive examination; his or her status within the uniform ranks while serving in such capacity shall remain unchanged, and the incumbent shall not acquire any right to promotion other than applies to his or her permanent rank at the time of his or her assignment. The Juvenile Bureau may operate in conjunction with any other city adjacent to and abutting the City. Such adjacent city shall be selected by the Chief of Police with the approval of the Director of Public Safety.
