(a) The Division of Police shall consist of such a force as Council may provide from time to time.
(b) Wherever the Chief of Police is referred to in these Codified Ordinances, the Deputy Chief shall be authorized to act in place of the Chief to the extent established by such policies or regulations as may be issued by the Chief of Police and approved by the Director of Safety and the Mayor.
