234.03 DIRECTOR OF FINANCE.
   (a)   The Department of Finance shall be in the charge of the Director of Finance who shall be appointed by the Mayor to serve at the pleasure of the Mayor.
   (b)   The Director of Finance shall be the fiscal officer of the City and shall supervise the keeping of all of the financial accounts of the City and the several departments and officers thereof. The Director shall keep an accurate account of all taxes and assessments, of all moneys due and all receipts and disbursements by the City, of all assets and liabilities of the City and of all appropriations made by Council. He or she shall examine and approve, if in proper form and if an appropriation therefor has been made, all payrolls, bills and other claims, and he shall prepare and sign all warrants. The Director shall assist the Mayor and Council in the preparation of estimates, budgets and appropriations. He or she shall be responsible for the proper conduct of all duties and all work of the Department and its personnel.

   (c)   There is hereby established in the Department of Finance the position of Assistant Director of Finance who shall be appointed by the Mayor and serve at the pleasure of the Mayor. Such Assistant Director of Finance, when duly qualified, may perform any duties of the Director of Finance.

   (d)   At the expiration of his or her term of office or upon his or her resignation or removal, the Director of Finance shall deliver to his or her successor all books, papers, and any and all other property of the City in his or her possession as such Director. In case of death, or incapacity of the Director, his or her legal representative shall in like manner, deliver such books, papers and other property in the Director's possession, or under his or her control to the person entitled thereto.
