(A) License to do business. It shall be unlawful for any person or any agent, servant or employee of any person to engage in, carry on or conduct the business of a solicitor without first obtaining a license.
(B) Blanket license for charitable purposes. A charitable, religious, patriotic or philanthropic organization may apply for and be issued a blanket license to cover a group of solicitors invited to participate in an event organized by and operated for the benefit of the not-for-profit organization.
