§ 31.56 COMMUNICATIONS AND OPERATIONS DIRECTOR.
   (A)   There is hereby created a full-time position of Communications and Operations Director for the City of Union, Kentucky.
   (B)   The qualifications for this position shall include, but not be limited to, the principles of modern public administration, ability to establish and maintain effective working relationships with employees, other departments, officials and the public and the ability to communicate effectively verbally and in writing, a strong understanding of the use of the Internet, websites, the ability to use all social media, including but not limited to E-Mail, Facebook, Twitter, and Instagram.
   (C)   (1)   The duties and responsibilities of this position shall include, but are not limited to, the following:
         (a)   Assists under the general supervision of the City Administrative Officer;
         (b)   Assists with Communications Committee;
         (c)   Greets visitors to the city building and answers questions where applicable;
         (d)   May attend regular and special Commission meetings;
         (3)   Manage existing communication platforms including the website, Facebook, Twitter, Instagram and e-mail;
         (f)   Develop and manage the website;
         (g)   Explore and develop future communication platforms in conjunction with the Communications Committee, Economic Development Committee and City Administrator;
         (h)   Recruit and work with any outside executional communication suppliers, i.e. be their contact person to the Communications Committee, other city committees, Mayor/City Commissioners, and City Administrator;
         (i)   Work with outside news media to provide Communication Committee press releases and other communication pieces;
         (j)   Write the initial draft of the City Commission meeting minutes; then pass it to the City Clerk, City Administrator, and Mayor for final approval;
         (k)   Coordinate city events;
         (l)   Performs other duties as directed and necessary;
         (m)   Special projects conducted for the CAO and Mayor;
         (n)   Will work a minimum of 35 hours per week;
      (2)   The selection guidelines for this position are as follows: formal application, rating of education and experience; oral interview and reference check; job related tests may be required.
      (3)   The duties listed hereinabove are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
      (4)   The job description does not constitute an employment agreement between the city and the employee and is subject to change by the city as the needs of the city and the requirements of the job change.
   (D)   The minimum qualifications for the position are as follows:
      (1)   Post-Secondary education in journalism, marketing, informatics, communications, public relations and/or a related field, training in computer science and/or informatic procedures and one to three years experience in website management and communications and/or content writing.
      (2)   Some related experience; or any equivalent combination of education and progressively responsible experience with additional work experience substituting for the required education on a year for year basis;
      (3)   Skill in operation of listed tools and equipment;
      (4)   Must be bondable;
      (5)   The applicant must possess a valid driver’s license or have the ability to obtain one, prior to employment.
   (E)   (1)   The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
      (2)   While performing the duties of the job, the employee is frequently required to sit and talk or hear, use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to walk and must occasionally lift and/or move up to 25 pounds.
   (F)   Compensation for this position shall be set at $42,000 per annum, unless amended by a salary ordinance. In addition, the Communications and Operations Director will be entitled to retirement benefits through CERS.
