Upon the adoption of a resolution finding that structural conditions of the character described in § 151.02 exist within the city, the governing body of the city may adopt resolutions relating to the structures within the city which are unfit for human habitation, occupancy or use. Such resolutions shall provide that a city officer be designated or appointed to exercise the powers prescribed by the resolutions and shall include the provisions of this chapter.
