(A) The classification plan, compensation plan, and policies and procedures attached to Ordinance 90-004 shall be the system of personnel administration for the city and are hereby adopted by reference as if and incorporated into this code of ordinances as if fully set forth herein.
(B) The classification plan, compensation plan, and policies and procedures may be waived, altered, or suspended only by a subsequent ordinance.
