A person who violates any provision of this chapter is responsible for a municipal civil infraction and shall be subject to the payment of a civil fine of not more than $500, plus costs and other sanctions, for each infraction, including any costs of clean-up. The Village Council shall adopt a fine schedule for violations of this chapter.
