(A) These rules shall apply to all persons, firms, co-partnerships, and voluntary associations and corporations engaged in the installation of natural and artificial gas-fired heating equipment, gas piping, and gas appliances and appurtenances thereof. These rules shall also apply to the owner of any building or premises, in or on which such installations are made. The word OWNER shall be given its ordinary meaning and be held to include any trustee, a board of trustees of such property, or any person having a freehold interest in property, but a mortgagee of such property shall not be deemed an OWNER thereof.
(B) These rules shall apply to the construction and installation of all new equipment. These rules shall also apply to the alteration of existing equipment now in use for the purpose herein stated.
