No golf cart shall be operated on a city street unless the golf cart is equipped with a high visibility flag, the banner of which shall measure not less than 60 square inches. The flag shall be mounted on an pole in such a manner that the bottom of the banner is not less than seven feet and no more than 12 feet above the ground when mounted. The slow vehicle sign must be mounted on the rear of the vehicle in a place of prominence.
