No one, whether a known sewer user or otherwise, shall introduce any trucked or hauled pollutants into any point of the wastewater collection system (sewer) or wastewater treatment plant without the express written consent of the city, authorized solely by the Wastewater Superintendent or City Manager; and at no discharge point other than that designated by the Superintendent or Manager of the wastewater treatment plant. Written consent to discharge trucked or hauled pollutants does not waive the discharging individual or company or any other provision contained within this section, including, but not limited to, sampling of the discharge, prohibited and limited substances, and enforcement and penalties provisions.
