A Rainy Day Fund is hereby established subject to the following:
(A) Unencumbered balances of monies, raised by a general or special tax levy on property, remaining in the General Fund in the last 10 days of any calendar year may be transferred by the Clerk-Treasurer to the Rainy Day Fund.
(B) Monies deposited in the Rainy Day Fund shall be used as approved and appropriated by the City of Union City. Before making an appropriation from the Fund, the City Council shall make a finding that the proposed use of the monies to be appropriated is consistent with the intent of the Fund.
(C) Monies from the Rainy Day Fund shall be disbursed by the Clerk-Treasurer upon approval by the City Council of a proper claim for disbursement.
(D) Monies in the Rainy Day Fund shall not revert to other funds, unless the Fund is terminated.
(E) If the Rainy Day Fund is terminated, any monies in this Fund shall be transferred to the General Fund, unless specifically designated otherwise by the Council.

(A) The City Clerk-Treasurer shall create a Police Donations Fund to collect donations to the Police Department which shall be used to receive and hold all monies received as donations, as well as monies from various fund raisers held for the benefit of the Police Department. These funds shall be used for the purposes of the Police Department without further appropriation.
(B) The Police Donations Fund shall remain in existence until terminated by subsequent ordinance at which time the funds shall revert to the general fund of the city.

(A) A Water Tower Replacement Fund shall be established.
(B) The Common Council shall annually allocate funds from the Union City Waterworks user fees to be deposited in the Water Tower Fund.
(C) Those funds from the Water Tower Fund shall be expended by the Common Council exclusively for the construction and maintenance of any and all water towers owned by the Union City Waterworks.

(A) The City Clerk-Treasurer shall create a Sidewalk Replacement non-reverting fund to collect monies from private property owners and distribute said monies for expense of the sidewalk replacement program.
(B) The Sidewalk Replacement Fund shall remain in existence until terminated by subsequent ordinance at which time funds not required for the construction of sidewalks shall revert to the general fund of the city.

(A) The City Clerk-Treasurer shall create an Artisan Park Donations non-reverting fund to collect donations to the Union City Parks Department which shall be used to receive and hold all monies received as donations for the benefit of the Union City Parks Department, and that said monies shall be used for the purposes of the Union City Artisan Park without further appropriation.
(B) The Artisan Park Donations fund shall remain in existence until terminated by subsequent ordinance at which time funds shall revert to the general fund of the City of Union City.

(A) The City Clerk-Treasurer shall create a Fireworks Donations non-reverting fund to collect donations to the Union City Fire Department which shall be used to receive and hold all monies received as donations and monies from various fund raisers for the purpose of purchasing fireworks.
(B) The Fireworks Donations fund shall remain in existence until terminated by subsequent ordinance at which time funds shall revert to the general fund of the City of Union City.
